government of india, ministry of railways (mor), is planning a rail coach factory at kanchrapara, dist. north 24 parganas, west bengal. the indicative cost of the factory is rs. 10 billion. about 150 acres of railway land is available for the project. request for qualification (rfq) has been floated for setting up the factory. the project will be set up in joint venture (jv), for production & supply of state-of-the-art electrical multiple units (emu), mainline electrical multiple units (memu) & metro coaches, on the basis of life cycle cost & performance criteria. the jv partner shall be selected through open competitive bidding to undertake the work of setting up of the rail coach factory to supply 500 emus, memus & metro coaches per annum, over a period of 10 years. the ministry has decided to enable setting up of a factory to manufacture rail cars of 3660 mm & 3250 mm width powered by a dedicated propulsion system at kanchrapara for supply thereof on the basis of a long term procurement-cum-maintenance contract through public-private partnership (ppp) on build, own & operate (boo) basis. document sale ends on 9th december, 2015. the last date for submission of bids is 10th december, 2015.
